Why is Ottawa aligning itself with Venezuela’s most anti-democratic elements?

Not only has Canada financed and otherwise supported opposition parties in Venezuela, Ottawa has allied itself with some of its most anti-democratic, hardline elements. While the Liberal government has openly backed Voluntad Popular’s bid to seize power since January, Ottawa has supported the electorally marginal party for years.
Juan Guaidó’s VP (Popular Will in English) party has repeatedly instigated violent protests. Not long after the Democratic Unity Roundtable opposition coalition presidential candidate Henrique Capriles effectively conceded defeat in January 2014, VP leader Leopoldo López launched La Salida (exit/departure) in a bid to oust Nicolas Maduro. VP activists formed the shock troops of guarimbas protests that left forty-three Venezuelans dead, 800 hurt and a great deal of property damaged in 2014. Dozens more were killed in a new wave of VP backed protests in 2017.
Effective at stoking violence, VP has failed to win many votes. It took 8% of the seats in the 2015 elections that saw the opposition win control of the National Assembly. With 14 out of 167 deputies in the Assembly, it won the four most seats in the Democratic Unity Roundtable coalition. In the December 2012 regional elections VP was the sixth most successful party and did little better in the next year’s municipal elections.
VP was founded at the end of 2009 by Leopoldo López who “has long had close contact with American diplomats”, reported the Wall Street Journal. A great-great-grand nephew of independence leader Simón Bolívar, grandson of a former cabinet member and great-grandson of a president, López was schooled at Harvard’s Kennedy School of Government. Between 2000 and 2008 López was the relatively successful and popular mayor of the affluent 65,000 person Caracas municipality of Chacao.
During the 2002 military coup López “orchestrated the public protests against [President Hugo] Chávez and he played a central role in the citizen’s arrest of Chavez’s interior minister.” He was given a 13-year jail sentence for inciting and planning violence during the 2014 guarimbas protests.
Canadian officials have had significant contact with López’s emissaries and party. In November 2014 Lilian Tintori visited Ottawa to meet foreign minister John Baird, Conservative cabinet colleague Jason Kenney and opposition MPs. After meeting López’s wife, Baird called for his release and other “political prisoners”, which referred to a number of other VP representatives.
Three months later VP National Political Coordinator Carlos Vecchio visited Ottawa with Leopoldo López’s sister Diana López and Orlando Viera-Blanco to speak to the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development. At a press conference, “Popular Will’s international wing” denounced the Venezuelan government and spoke at a McGill University forum dubbed Venezuela in Crisis: The Decline of Democracy and the Repression of Human Rights.
Vecchio was appointed as the Guaidó phantom government’s “ambassador” to the US and Orlando Viera-Blanco was named its “ambassador” to Canada. In October 2017 Vecchio and VP deputy Bibiana Lucas attended the anti-Maduro Lima Group meeting in Toronto.
In June 2015 VP councillor of Sucre, Dario Eduardo Ramirez, spoke to the Standing Senate Committee on Foreign Affairs and International Trade. In May 2016 VP Assistant National Political Coordinator Freddy Guevara and VP founding member Luis Germán Florido met foreign minister Stéphane Dion and members of the Senate’s Foreign Relations Committee to denounce Maduro’s government. During the trip VP’s Coordinator of International Relations Manuel Avendaño and an aide Abraham Valencia published an opinion in the Hill Times titled “Venezuela is on the brink of disaster. Here’s how Canada can help.”
The Canadian embassy in Caracas and former ambassador Ben Rowswell worked with VP officials pushing for the overthrow of the elected government. The runner-up for the embassy’s 2012 “Human Rights Prize”, Tamara Adrián, represents VP in the National Assembly. At the embassy during the presentation of the 2014 human rights award to anti-government groups were López’s lawyers and wife. In response, then president of the National Assembly Diosdado Cabello accused Rowswell of supporting coup plotters.
The leader of VP in Yaracuy state, Gabriel Gallo, was runner-up for the embassy’s 2015 human rights award. A coordinator of the Foro Penal NGO, Gallo was also photographed with Rowswell at the embassy’s 2017 human rights prize ceremony.
The Montreal based Canadian Venezuelan Engagement Foundation is closely aligned with VP. Its president is Guaidó’s “ambassador” to Canada — Viera-Blanco — and its founding director is Alessa Polga whose LinkedIn page describes her as VP Canada’s Subcoordinator and Intergovernmental Relations. Polga has been invited to speak before the House of Commons and in 2017 demanded Canada follow the US in adopting sanctions on Venezuela. Justin Trudeau offered words of solidarity for a recent Canadian Venezuelan Engagement Foundation Gala for Venezuela in Toronto.
In 2014, 2016, 2017 and 2018 VP youth outreach leader and former mayor David Smolansky spoke at the Halifax International Security Conference. During his 2018 trip to Nova Scotia Smolansky published an opinion piece in the Halifax Chronicle Herald claiming, “more than just a failed state, Venezuela is a criminal state.”
In May 2017 Tintori met Prime Minister Justin Trudeau and the leaders of the opposition parties. In response, Venezuela’s Foreign Affairs Minister Delcy Rodríguez described Lopez’s wife as an “agent of intervention” who claims the “false position of victim” while she’s aligned with “fascist” forces in Venezuela.
Three months earlier Tintori met US President Donald Trump and The Guardian reported on her role in building international support for the plan to anoint VP deputy Guaidó interim president. According to the Canadian Press, Canadian diplomats spent “months” working on that effort and the Associated Press described Canada’s “key role” in building international support for claiming a relatively marginal National Assembly member was Venezuela’s president. Presumably, Canada’s “special coordinator for Venezuela” organized these efforts which included foreign minister Chrystia Freeland speaking to Guaidó “the night before Maduro’s swearing-in ceremony to offer her government’s support should he confront the socialist leader.” Prime Minister Justin Trudeau has spoken with Guaidó at least twice since.
Canada has strengthened VP’s hardline position within the opposition. A February *Wall Street Journal article noted that leading opposition figures on stage with Guaidó when he declared himself interim president had no idea of his plan despite it being reliant on the Democratic Unity Roundtable’s agreement to rotate the National Assembly presidency within the coalition. (VP’s turn came due in January).
Venezuelans require a vibrant opposition that challenges the government. They don’t need Canada to boost an electorally marginal party that drives the country into increasing conflict.
Yves Engler has been dubbed “one of the most important voices on the Canadian Left today” (Briarpatch), “in the mould of I.F. Stone” (Globe and Mail), and “part of that rare but growing group of social critics unafraid to confront Canada’s self-satisfied myths” (Quill & Quire). He has published nine books.

Socialist Party, Lithuania, Will we surrender to democratic fascists? (open letter of Algirdas Paleckis to Lithuania and the world)
5/30/19 3:29 PM
Lithuania, Socialist People's Front En Ru Europe Communist and workers' parties
During the first several months [of my imprisonment] I’ve been harbouring a small hope, but nonetheless hope, that the prosecution has maintained at least an element of common sense. That having performed the VSD’s (Valstybės Saugumo Departamentas – Department of State Security) orders to have me arrested, it will acknowledge the lack of evidence and terminate the proceedings. However, the prosecution systematically persists in doing the VSD’s bidding which. The latter, in turn, follows that of Grybauskatė.
The main fascist in Lithuania is Dalia Grybauskaitė. She’s the one who completed the construction of democratic fascism in our country. This construction is imported from the USA. Late 19th century America is where this perverse grimace of democracy originated. The financial oligarchy, having bought off the free press, permanently established itself at the top of the financial pyramid. And because it’s supposedly done democratically – until now it succeeds in eliminating all dissenters within, as well as outside of America.
The essence of democratic fascism is the timely and subtly “democratic” elimination of dissenters. At first – by setting the media against them. If they don’t give up then – financial pressure comes it. Either through fines, or by pressuring one’s place of work. If they continue to persist – what follows is the fabrication of a court case and imprisonment. In America the democratic fascists have perfected the elimination of dissenters into an art. And exported it to us.
Who wants to calmly live and breathe in Lithuania ought to be interested to clearly and decisively say “no” to democratic fascism. Yesterday they arrested me. Tomorrow they can arrest you.
I will never surrender.
Will you?
Algirdas Paleckis, May 27th, 2019, Vilnius.

CP of Greece, On the results of the May 26th elections. KKE emerges as a consistent force of resistance
5/27/19 4:23 PM
Greece, Communist Party of Greece Ar En Ru Europe Communist and workers' parties
On May 26th triple elections were held in Greece – European Parliament, regional and municipal elections.
KKE succeeded in re-electing the two Parliament Members that it had in the European Parliament, amassing 257,360 votes or 5.5% (with 83% percentage of integration).
Moreover, the ballots of the People's Rally passed into the 2nd round in the 5 Municipalities which had communist mayors, while in the regions and municipalities overall, “People's Rally” significantly increased the number of elected council members.
The registering of popular discontent in the elections is leading the ruling party to announce early national elections for the end of June.
In his statement to the mass media, Dimitris Koutsoumpas – GS of the CC of the KKE noted the following regarding the election results:
“First of all we would like to thank all of those who responded to KKE's call to join forces with it. All of those who honored us, participating in the Party ballot, but also all those who under difficult conditions came to the ballot box and voted for the KKE in the European Parliament elections and for “People's Rally” in the municipal and regional elections. We would especially like to thank all those who took that step for the first time, for the young men and women who gave their very first vote to our Party.
Above all, the battle of the European elections, but also that of the local elections had features that in fact, refer to to national elections.
The electoral results record yet another anti-people alternation between SYRIZA and ND, that is, between the two biggest parties of capital, of the EU, of NATO.
Confrontation, polarization, false promises, extortionary dilemmas, especially between the two parties of bipolarism, created such a climate that it had an effect on the popular strata who do not yet believe in their own strength, leaving it untapped.
As you know – the KKE – from the very first moment – faced all the electoral battles with uniform political criteria in all the polls. As we have stated on many occasions, the EU gives anti-popular directives, the governments implement them, the municipal and regional authorities specify them, within a asphyxiating institutional framework that has been co-created by all the other parties who have governed.
With the results up until now, the KKE gathers about 6% and elects 2 European Parliament members. The ballots of the “People's Rally” pass into the 2nd round in the 5 Municipalities where we had the majority in the past five years. However, in other municipalities, where we did not make it into the 2nd round, the ballots of the “People's Rally” recorded a significant presence in all the municipalities that varies in presence with hundreds of new municipal councilors in the Municipal Councils.
It's positive that the KKE remains a consistent force for popular interests, with the trend of renewing its forces.
Naturally, we do not underestimate the fact that the correlation of forces is still very negative in Greece and in Europe, that the labor – popular movement has still not passed into a phase of dynamic and even more massive counter-attack. We are fully aware that within the broad sections of the people, reduced demands, defeatism, fatalism prevail, as a result of demobilization and reduced participation in the movement.
We believe that such people have a much more positive stance towards the KKE, monitors its positions, is concerned, even though it still hasn't been convinced to take a more decisive step.
The electoral results for SYRIZA record popular discontent towards its government, which in recent years has implemented anti-people policies, continuing the work of the ND and PASOK governments, tantalizing the people with provisions of “crumbs” , something that ND in its own way also proclaimed.
It is not, however, positive that the people are turning to older tried and failed choices such as ND and PASOK / KINAL or other forces that are being supported and prepared to play the role of either of the bulwark, or the complement to unpopular government management.
SYRIZA has enormous responsibility because with its policies it allowed ND and PASOK to appear justified for their previous anti-popular work. In essence, it absolved them of any responsibility.
It is positive that Golden Dawn was knocked from third to fifth place and that the KKE is ahead. Of course, changes of position, such as those concerning the Greek Solution, constitute the reformulation of an overall anti-popular reactionary political scene.
The results of the KKE sends a message of hope to Communist parties and militant forces in other countries who are struggling under difficult conditions to draw a radical line of recovery and regroupment of the Communist and labor movement across Europe, away from its deadly embrace with social democracy, the beautifying of the EU or the illusion of being able to reform it for the benefit of the people's interest and the policy of being integrated and participating in bourgeois anti-people management.
It is a positive fact that in these elections a certain trend of joining forces with the KKE was expressed, with people who have struggled with us in previous years in the workers' and farmers' movement, with people of art, culture, sports, armed forces and security forces, some of whom had previously made other political choices.
This trend to join forces with the KKE expresses positive processes that we will work to multiply in workplaces in working class neighborhoods, in rural areas, within the movement rather than behind the scenes in the parliament. We are confident that such processes and even more positive ones exist in workplaces, in neighborhoods. This trend must be broadened as we approach the parliamentary elections.
The day after the elections we will encounter new forces on the path of counter-attack, on the path of political and mass struggle. Votes for the KKE will be affirmed from tomorrow morning, everywhere, in every neighborhood, in the schools, in the universities to block new measures, to claim relief measures for the unemployed, to rebuild the workers' popular movement, for the social Alliance
The KKE will continue to show the way for a genuine people-friendly way-out for our people, along with the readiness from tomorrow for a harsh confrontation and struggle for relief for the working people, the unemployed, popular households, pensioners, the youth, all those who are suffering. To block worse measures from anti-people local administrations in the municipalities and the regions. To block new governmental anti-popular measures. To demand satisfaction for contemporary popular needs. To be on the alert and have readiness for the dangerous designs of the USA-NATO and their rivalries in the region, in which the SYRIZA government actively participates, with the substantial agreement of the other parties.
We are facing the battle of parliamentary elections at the end of June. We will wage this battle with optimism, against dilemmas, that will be strengthened even more in the name of some slight differences, that do not change in essence the strategic association between SYRIZA, ND and the other parties. We especially call upon the workers, the progressives and militants to not give in to the extortionary dilemmas that will intensify over the next month.
Our slogan remains necessary and timely:
With a powerful KKE we can make a truly great difference, for there to exist a genuine people's opposition, a genuine support for the people facing every anti-popular government that will arise, for a real wall to be raised against the far-right and fascism, conservatism, for us to open the road together with the people as the genuine leader of the developments.

SM of Kazakhstan, SOCIALIST MOVEMENT OF KAZAKHSTAN FOR ACTIVE BOYCOTT!
5/24/19 4:38 PM
Kazakhstan, Socialist Movement of Kazakhstan Es Ru Asia Communist and workers' parties
The country is in full swing unfolding farce called «early presidential elections», where the result is known in advance and the undisputed «winner» will be Kasym-Zhomart Tokayev – protégé of Nursultan Nazarbayev and the big Kazakh bourgeoisie. It is intended to strengthen the throne by keeping the ruling family in power and its rule is only a cover for the establishment of dynastic succession of power.
Pravticheski we see a kind of triumvirate led by Nursultan Nazarbayev, who is the permanent head of the security Council, who has not gone anywhere, Kasym-Zhomart Tokayev, depicting the President and Dariga Nazarbayeva, who heads the Senate of Parliament. According to the Constitution, it is Dariga who has the right to take the presidency at any time in case of death or resignation from his post Kasym-Zhomart Tokayev.
That is, it is necessary to consider Tokayev as a temporary compromise figure, designed to distract from the real establishment of the monarchy. He only holds a chair for the same eldest daughter, and also for sons and grandsons of Elbasy. Therefore, it is not elections, but imitation of elections. In this situation, there can be no support for any of the seven candidates nominated by artificial public associations and parties. The last opposition party – the Communist Party of Kazakhstan was liquidated by the court in 2015.
In this situation, the only correct line can only be a boycott. Our activists and activists have already stated the need for a boycott, and we confirm this position with this statement.
Already now there are various Pro-government journalists, social activists and other bloggers who call to come to the polls and support Amirzhan Kosanov or Akhmetbekov from knpc, but not to give the opportunity to vote Kasym-Zhomart Tokayev or anyone else. These activists say that the boycott is senseless in these conditions and will only allow the regime to freely arrange its Affairs.
Do these well-wishers not understand that the results of the elections have long been predetermined? Don’t know about the technologies that allow the authorities to get guaranteed programmed voting results? Know! They know better than any ordinary voter!
However, they call people to take part in humiliating performance with already known results, having given thus credibility to this action. Everything is clear with state employees, students and employees of large enterprises, who will be driven out of the sticks to the polling stations and forced to take pictures and send their ticks in the ballots. But why to drag to ballot boxes of people who don’t submit directly to officials and employers? This power wants to involve and part of society in their Scam to confirm their participation own legitimacy and the right to permanent dictatorship.
We say that there are no even formal elections in Kazakhstan for a long time and under the current regime there will not be, as there will be no legal opposition parties and independent trade unions. This farce is not only without choice, but it is not even inherently a manifestation of will, despite the presence of external attributes. Participation in one form or another in this performance is shameful, and the call to vote is a game in favor of the ruling family and pandering to the creation of the khanate!
And in this situation, only a passive boycott can be ineffective. We really say that you can not sit at home and just silently abandon the campaign at the polling station. Our task is to reveal the farce with the «elections» in all possible ways and at every corner! That is, we must make the most of the remaining days of the «election race» to actively expose both the «candidates» and the entire policy of the ruling clique to establish a dynastic system in the country.
It is necessary to designate the various social, environmental, and civic demands to the authorities, and to social protest, to create enterprises and institutions of the initiative group on the organization of the «disaster strikes», to initiate a campaign of civil disobedience, and to use any mass congestion of people for campaigning to expose the plans of the President reports.
The only thing that remains for the workers, workers and all the masses is the struggle for fundamental socio-economic and political changes, as well as the creation of their organizations and movements in order to build an independent class policy and conduct strikes, rallies and protests. This means that we must not now fall into the trap of bourgeois oligarchic forces or nationalist associations, which, with the financial support of the authorities, are flourishing all over the country.
We must fight not just for a «parliamentary Republic» and formal equality, but for a complete breakdown of the entire socio-economic system of oppression and robbery, which implies:
Immediate nationalization of the entire mining and large-scale industry of the country under the control of labor collectives;
Revision and cancellation of all subsoil use contracts with Western and Chinese corporations, classified, bonded prisoners Nazarbayev behind the people;
Nationalization of the whole earth;
Nationalization of capital and property of the ruling dynasty and court oligarchs.
Therefore, let us use this time to mobilize supporters, to launch a social struggle under various economic, environmental and civil requirements and slogans that will push thousands of people to action, to «spontaneous» strikes and actions, to self-organization in the workplace and at the place of residence. This and only this active boycott can expose in practice this farce of «early presidential elections», which was arranged for us from above!

Немедленную национализацию всей добывающей и крупной промышленности страны под контролем трудовых коллективов;
Пересмотр и отмену всех контрактов по недропользованию с западными и китайскими корпорациями, засекреченных, кабальных заключённых Назарбаевым за спиной народа;
Национализацию всей земли;

Canada’s Anti-Venezuela Policy: A Result of Material Interests and US SubordinationMay 22, 2019

Canada has followed the Trump administration's lead on Venezuela, but it's charting a very different path with regard to Cuba. Yves Engler explains that while there are material reasons for the difference, Canada has followed the U.S. lead for a long time

GREG WILPERT It’s The Real News Network and I’m Greg Wilpert in Baltimore. Canada is ratcheting up its effort to help oust Venezuela’s President Nicolas Maduro. Just last week, Canada’s Foreign Minister, Chrystia Freeland, returned from a trip to Cuba where she lobbied Cuban officials to withdraw, or at least reduce, their support for the Maduro government. Before that, Prime Minister Justin Trudeau had meetings or phone conversations with Japan’s Prime Minister Shinzo Abe, European Council President Donald Tusk, and Spanish Prime Minister Pedro Sanchez— all on the same of topic on Venezuela. Here’s what Chrystia Freeland had to say on Venezuela shortly before she left to Cuba last week.
CHRYSTIA FREELAND The Maduro regime’s chronic economic mismanagement has squandered Venezuela’s enormous potential for prosperity, but we remain hopeful that under a freely-elected government representing the best interests of Venezuela’s people, prosperity can be restored. Canada is very proud to work with our hemispheric partners to find an urgent and sustainable solution to the crisis and we will continue to seek new ways together to support the people of Venezuela.
GREG WILPERT Why is the liberal government of Justin Trudeau so interested in ousting Maduro? Is it because Trudeau and Freeland are genuinely concerned about the situation in Venezuela? Joining me now to discuss this issue is Yves Engler. Yves is a Canadian commentator and author of several books. His most recent one is Left, Right: Marching to the Beat of Imperial Canada. Thanks again for joining us, Yves.
YVES ENGLER Thanks for having me.
GREG WILPERT So, I have already mentioned a couple of the lobbying efforts that Freeland and Trudeau have been engaged in with regard to Venezuela. As far as we know, what are they hoping to achieve from these discussions about Venezuela with Cuba, Spain, the EU, and Japan, and are there any indications that they might be succeeding?
YVES ENGLER Well, I think they are trying to rally support for Juan Guaido, for the head of the National Assembly who is self-appointed president. Trudeau also had a phone conversation with Juan Guaido last week. I think they have had some success in the diplomatic arena in terms of convincing other countries to join this effort to try to undermine Maduro’s government. I think, for some countries from the standpoint of the Trump administration, its better if the phone call is coming from Justin Trudeau than if it’s coming from Donald Trump, so I think that Canada to some extent puts a little bit of a nicer face on this campaign to undermine the Venezuelan government, to undermine the Maduro government. Obviously, with regards to Venezuela specifically, they aren’t having success. They have attempted to overthrow this government in quite an open and aggressive way for the past four months and that has not transpired, but they have been able to deepen the economic problems in the country.
Canada brought in another round of sanctions against the fourth round of sanctions over the past two years in mid-April, sanctioning, I think, another 43 Venezuelan officials. So, they have been able to build this international coalition of dozens of countries that are trying to isolate the Maduro government. Canada’s been right at the center of that and Freedland has been incredibly active in that campaign, but obviously, the main objective has been a failure. With regards to Cuba specifically, it’s obviously also been a failure. Cuba is still very much aligned with the Maduro government, despite this pressure, which I should also mention included a phone call from Trudeau representing the Lima Group of governments opposed to the Maduro government in the hemisphere, where Trudeau contacted the Cuban President to present the Lima Group’s position to try to break off Cuba from Venezuela. So, no, I don’t think it’s been successful in its big objectives, but it has been, I think, successful in developing an international coalition.
GREG WILPERT Now, what else has Freeland been doing with regard to Venezuela? Tell us about her actions with regard to the April 30th coup attempt, when self-declared interim President Juan Guaido called on the military to rise up against Maduro and claim that segments of the military had joined him. What was Canada’s reaction?
YVES ENGLER Well immediately, Freeland was tweeting in favor, you know, in support of basically any violence that transpired. By definition, it was the responsibility of the Maduro government, even though it was an open military coup attempt. She put out a video of her, sort of, speaking to the Venezuelan people to try to rally them to support these efforts. She immediately called for an emergency phone call meeting of the Lima Group, which put out—Again, of countries that are hostile to the Venezuelan government’s throughout atmosphere, which that meeting put out a statement, again, critical of the Maduro government. Then, they had an emergency meeting of the Lima Group in person, which Freeland traveled to Chile, where I believe it was held. It’s very—I mean, it’s this very active campaigning of diplomatic interventions.
Canada—There’s another element that gets little attention, but Canada continues to give out this human rights prize, which they did at the end of April. They’ve been doing this for 10 years now to Venezuelan groups. They gave this prize, again, to another group that’s a bit hostile to the Maduro government. There’s a long line of these human rights crises that the Canadian embassy in Caracas has been giving out and it’s about building up oppositional forces. These groups then get to tour Canada and they get a certain amount of money to go on this tour. I believe they also do some form of tour within Venezuela and it generally leads to a certain amount of media attention. So, it’s really this continued pressure campaign.
GREG WILPERT You know, as you’re pointing out, there is a very big dichotomy that on the one hand Canada is not completely in the Trump administration’s corner when it comes to Venezuela, but on Cuba, they’re steering a, kind of, contradictory direction. That is, historically there is this connection between Cuba and Canada. Now, apparently, they’re being pushed also too harshen their tone towards Cuba in order to put pressure on Venezuela, but I’m wondering what’s at the bottom of this? That is, why is it that Canada is so interested and willing to play along with regard to Venezuela when clearly it doesn’t want to play the same game with regard to Cuba, precisely because of these long historic relations, all of the investments that Canada has in Cuba, and the companies that could be affected now by these harshened sanctions that allow citizens, that allow people basically, to sue Canadian companies in US courts if they benefited from the expropriations after the Cuban Revolution? So, why do you think there is so much alignment on Venezuela, but not with regard to Cuba?
YVES ENGLER Yeah. I mean, I think part of the thing with regards to Venezuela is clearly just the liberal governments supporting Washington and its aggressive campaign, but part of it is also the fact that there is a major segment of Canadian corporations that have been hostile to the Bolivarian Revolution going back to the late 90s, early 2000s, and that’s been expressed in many forms. The main segment of corporate Canada—There’s Canadian banks that have, there’s many stories of Canadian banks that have not been happy with the Chavez government and the Maduro government. Petro-Canada had some of its operations nationalized in 2007, but the main segment is the mining sector. There’s a number of major Canadian mining companies that have had multibillion dollar, $1.3 billion, I think one, and $1.2 billion court decisions that they won against the Venezuelan government for having their gold concessions. Crystallex and Rusoro had their gold concessions challenged by the Chavez government back in the early mid-2000s. And more broadly, Canadian mining dominates the hemisphere and the Canadian mining sector has tens and tens of billions of dollars invested in Ecuador, in Peru, in Mexico, and any moves towards more nationalistic resource policies, are a threat to Canadian mining companies in Venezuela.
So, I think that the Freeland government is following Washington on Venezuela, but there’s also a major segment of corporate Canada that’s hostile to the transformations in Venezuela. But I think also when we look at the Cuba question, sometimes I think there’s been an exaggeration of how much Canada has been sympathetic to the Cuban Revolution. In fact, if you actually go back to the fact that Canada and Mexico, I think, were the only two countries in the hemisphere that didn’t break off diplomatic relations with Cuba after the revolution. We have the internal files from this period that show that the Diefenbaker government in Canada actually was pressured by the Americans not to break off diplomatic relations. They didn’t want to break off diplomatic relations because they wanted Canada to continue to spy for the US on Cuba. That transpired and we have internal government documents that show that the Communications Security Establishment, which is essentially Canada’s version of the NSA, had major spying operations from the Canadian embassy in Havana. Canada was even spying on Cuba from other countries in the hemisphere. So Canada, during the Cuban Missile Crisis, Americans said that some of the best intelligence they got actually came from Canadian diplomats.
Canada has always had a little bit of two faces to its policy vis-a-vis Cuba. Yes, Canada has continued diplomatic relations. Yes, there has been Canadian business relations. Though, after the Cuban Revolution, Canadian banks were nationalized, they were compensated, unlike many American companies. I think that there’s also a history of Canada aligning against Cuba in Nicaragua, claiming that the Sandinistas in the 1980s, that Cubans were responsible for what was going on in Nicaragua. So there also is this history of Canada aligning with Washington’s push of blaming Cuba for all the problems in the hemisphere, and the like. I think that, you know, in some ways this is a really, you could see it in the most open and, kind of, flagrant way with regards to Canada-Venezuela-Cuba right now, but it does also fit within a bit of a broader historical pattern.
GREG WILPERT Well, I think that’s very important to keep in mind, but we’re going to have to leave it there for now. I was speaking to Yves Engler, author and activist from Canada. Thanks again, Yves, for having joined us today.
